Our commitment
Hands In Unity LLC (HIU) wants everyone, including people with disabilities, to be able to use our website and get information about our services. Many of the people we support and their families have disabilities. We are working to make hiucare.com easy to see, hear, read, understand, and use with a keyboard and assistive technology such as screen readers.
Our accessibility goal
Our goal is for hiucare.com to meet the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA, published by the World Wide Web Consortium (W3C): https://www.w3.org/TR/WCAG22/. We have not yet completed a full accessibility review, so we do not claim that the site fully meets this standard today. We are working toward it and will update this page as we test and fix problems.
What we are doing
- Building pages with clear headings, labels, and text alternatives for images
- Supporting keyboard navigation, visible focus, and zoom up to 200 percent, and layouts that work on phones
- Using plain language and readable color contrast
- Not using accessibility "overlay" plugins, and not using picture-puzzle CAPTCHAs on our forms
- Testing new pages and forms with a keyboard and a screen reader before we publish them
Known limitations
We know about these issues and are working on them:
- Referral form (Microsoft Forms): our Families referral form is provided by an outside company, Microsoft. The referral button on our Families page opens the form on Microsoft's website, not on hiucare.com. We have not fully tested it with assistive technology. You can always make a referral by phone instead at 865-659-8279, or through Telecommunications Relay Service (TRS) by dialing 711.
- PDF documents: some documents we link to, including state and federal forms, may not be fully accessible. Ask us for another format.
- Maps: our map links open Google Maps, which may be hard to use with some assistive technology. Our address is always written out in text: 900 E Hill Ave. Ste 430, Knoxville, TN 37915.
- Grievance form (Microsoft Forms): when it becomes available, we will test it before linking it. Until then, please raise concerns by phone, email or mail.
- Language: our website is in English only for now. For free help in Spanish or another language, call 865-659-8279 (TRS: 711) or see our Language assistance page.

The law
HIU receives federal funds through TennCare (Medicaid). Under a federal Section 504 rule (45 CFR 84.84), organizations like HIU with fewer than 15 employees must make their web content meet WCAG 2.1 Level AA beginning May 10, 2028. We are aiming for the newer WCAG 2.2 Level AA, which W3C says also meets WCAG 2.1.
